related to SIR queues problems last night I guess, but if it's due to resume, SIR should smooth out queries somehow

bitmap: "what's the max delay we should have before emailing someone about a no vote though?" well, if it's every 5 min, that's probably not a bad thing

We could even send it every 15 min and have it be a batched email
