what purpose do the TOCs have then, when they are not attached to anything. How would you search for releases "by disc"?

if we were to replace lookup by disc id with lookup based on track times (which was one of the suggestions), then it breaks for anyone who looks up using only the disc id, since we don't have the toc to get the track times. if we have a list of discid/tocs, we can convert the disc id back to the toc without the program having to be changed

what we would need to replace lookup by disc ID is a non-fuzzy lookup by TOC
with disc IDs we have multiple results. With fuzzy lookup we have even more.

nikki: I checked the code an the fuzzy lookup of the FreeDB gateway does work without TOCs, but the "primary" track times. It does include completely unrelated releases in the results, though.
