the distinction is that if I make a compilation at home and share it with a few friends and family, only a few folks will have a copy of that "release", so it is not useful data for all the other musicbrainz users

but if someone takes the effort to make cover art for the release, put it on a website or forum or otherwise shares it to a larger community of hundreds or thousands of listeners -- then it is useful for that group of people to have it in the musicbrainz database

ofcourse where the cut-off point is is a bit difficult to determine, so use some common sense. In general though if it looks like the data could be useful to people, it's better to allow it. Those who don't have/listen to the release will not be harmed by having it in the database.
