these type of albums are commemorative releases usually -- marking an event of some sort. anniversary of birth/death, acquisition of catalog.
ah.. now it makes sense.. after the death a special release comes out.. or when a label gets rights to an artists releases they release their own special compilation

this is a "special market" release issued almost immediately after lou died
he had recently signed to "right stuff" and transferred his catalog
