is there a special way to convert from ISO-8859-1 to UTF-8? or can the strings stay the same?

some conversion is required -- UTF-8 is 7 bit ASCII compatible, but not fully 8859 IIRC
in the client I always cheated -- when data came in 8859-1 I would kick out RDF in 8859-1.
the server would then convert it to utf8.

so for the client, if they don't have ICU, I don't have to do anything in the ConvertToUTF8 method (since it will only be 8859-1)... just pass the string on to the server which will convert it...
