track length is put in by users for non cd releases based on information from the cover/booklet or from what is displayed in a player/info window from a digital file

the CD ID is mostly for identifying the disc when ripping it so your ripper can get the right metadata

offset information for non-CD releases is not existant. well, you can calculate the offset from the length of the previous tracks. :)

Yaniel: it makes sense as long as there is a single version, though. Not every album has 20 different releases

but the info is only exact to whatever value people put in for track length
as TOCs from CDs go down to the milliseconds in accuracy, you can have releases with slightly different TOCs and therefore disc ids :)

if its for CDs the cuetools db is likely the best source, at that gets filled whenever people use a modern ripper
it currently has close to 5.4 million different Disc IDs in it
but i get the occasional disc which is not in there :P

musicbrainz has also close to 300000 CD "stubs", which is basically just TOC information, where there is no release or the TOC information has not been added to a release yet: musicbrainz.org/cdstub/browse

Even though the no vote was changed, it looks like the delay is still 72 hours according to https://musicbrainz.org/doc/Introduction_to_Voting because there isn't anything there about canceling the delay.

in Picard, what's the keyboard shortcut to adding a date?

then how do I proceed with keyboard only?
