ruaok: the cert problem is going to stay on Ubuntu 16.04 images. afaiu the solution is to upgrade openssl and gnutls. at which image do you suggest we do that, LB, docker-python, docker-consul-template, docker-base?

acc to my understanding, at least all python images are affected. i'll put my two workarounds in draft PRs on LB, unlikely any other python brainz needs work urgently. you can use those in branches as needed. thoughts?

we include pg client in all python brainz iirc. and the command used in the images is also same. so i expect all to break. (unless there's a cached layer around so that the curl command need not be executed)
