Sorry for the short reply, it's been a long week and it wasn't that well considered! I don't hold it against anyone, everyone's volunteering their dev time. From doing comms I can confirm that it's the #1 cause of Picard complaints by far. I've never been able to catch anyone's attention to take steps to address it. I think there's some simple solutions, some I've put into tickets over the years

Like take "Scan" off of the Action Toolbar in the default configuration (even though it will still be in the menu system and the user can add it to the toolbar if they want)?

I think that would take care of the majority of Picard complaints (though I understand that it's a shame to slightly bury what is a very useful and powerful feature, when used right)
