bitmap: what could cause a user to get error 400 all the time in the RE?

a lot of things, I guess

They say they're getting it even just trying to add an UPC to an existing release without changing anything else

e.g. we send a 400 if some entity got deleted in the meantime, they got logged out, or some edit triggered a NoChanges exception

and several other things, not to mention uncaught exceptions

also if they don't have a confirmed email address or their editing privs were disabled

if it was a weird ISE somewhere I wouldn't expect it to happen for every edit, yeah

I've asked them to log out and in again, let's see if that helps

in windows the css file won't build, to build it i ran gulp. it did the trick
