last I saw the available VM image was from 2016, and I'm unfamiliar with docker. I have a running dev env, I just want to restart it on debian stretch (so postgres 9.6), and reload from a recent db dump

already have a small fix needed in INSTALL.md; it assumes a 'musicbrainz' Postgres user is set up, but doesn't show how to do so. it then shows a psql command prompt to set that user's password, but doesn't include the trailing ';', so psql will quietly do nothing. will make a PR when I'm done
