Picard is GUI only, but beets has a plugin for that IIRC
<10volumetrique> ffmpeg can treat cover arts in audio files as a video stream. I think this is exactly what you need.

Give the following prompt to ChatGPT... "use ffmpeg to resize the cover art in an mp3". It has been amazingly helpful for me to figure out obscure ffmpeg parameters. It generate some odd typos sometimes, but should get you there or at least pretty close.

<10volumetrique> I think embedded images in audio files are pretty lame personally. It's just wasted space and it's harder to work with. Sadly it's what a lot of players use.
