Erin (IRC) I add many Artists. I came across them while adding Festivals. They often have some local newcomers which are not in the db.

i've checked a bunch of artist credits that should be changed in tandem; since their name is written capitalized everywhere i can find it.

is this acceptable behavior at all?

see:

the edit you linked is easily reverted if it turns out to be wrong, but looking at a selection of the social links of that artist I can see at least a couple of places where it's not written in all caps (such as their Twitter or their Bandcamp page)

the open edits (https://musicbrainz.org/artist/4eb8d3f9-cc63-4b...) are hard to revert if they get applied, but they are also still open for voting

I keep a list of some artist, labels and bands I listen to

while I'm adding them on musicbrainz database

and also started embedding mb links wherever each name is mentioned

(currently mainly the .md file)

cpli: you should at leave edit notes, it's kind of hard to review edits otherwise. But yeah since this artist releases stuff on Bandcamp with a lowercase name it seems reasonable to leave things 'as credited' on a particular release
