I think the time has come to create RadioBrainz

what do you mean by this? radio broadcast releases are already in musicbrainz and songs played by a radio station could be scrobbled to listenbrainz

A database of radios, broadcasts and radio programs

while its a cool idea what of this can't be done in music+listenbrainz? (with some additional features like say play urls for online radios and frequencies for offline radios?)

MB has some radios as labels already in this tag https://musicbrainz.org/tag/radio/label

i don't know if radios that don't release anything can be added though, so maybe a specific site for them is a better idea
