SothoTalker_: Upping the limit (by providing more capacity) is the best solution, howeverin the mean time, down prioritising the biggest load will put the pain where it will do the least harm, and let other agents who are not causing the overload get their requests met.

I guess if those users are some sort of capacity leech, making requests for no benefit, then eliminating them would be a win - but there would presumably also be better ways of chucking them off than requiring an API. Otherwise I am unclear how requiring an API and reducing the number of users is a win.
