I finally have rooms getting inserted into the database properly! Testing with this account reveals more shows 1400 rooms getting successfully inserted into the database in one transaction.

Unfortunately I misunderstood what one API was for – I thought it would provide updates for when rooms are modified but it's only useful for the partial synchronisation (sliding sync) mode and instead reveals when new rooms are synchronised, which doesn't do anything for the full sync mode I'm using. My code's still good for getting updates whenever the server restarts, I've just got to find the actually correct API there lol :)

Nothing fancy, it's just proxying via the local media cache, but it's allowed me to make sure that the profile & room avatars in the templates work. I've also now got a solid idea for the actual media system - encrypted media has to be linked to a specific event for decryption, and I need to track media for deletion anyway, so we get a composite PK (account_id, room_id, event_id, MXC). Serving media as an octet stream seems to work for
