PICARD-1325: Allow disabling new version update checking for packagers

Hello, I'm trying to use the "search for edits" feature to show me edits matching all of the following criteria: (1) type is {edit artist, edit artist alias}, (2) artist is a specific artist. However, when I perform the search, it removes (2) showing me all edit artist/edit artist alias edits for all artists. What am I doing wrong?

The artist condition is completely removed.

if you click on the link I posted above, does it also remove the artist field?

Yes. 500+ edits, showing all artists in results, and no artist field in the top conditions.

Tried your link on Chrome too since I was using Firefox and got the same result.

I am not logged in, I assume that's a known thing?

I think I have a MusicBrainz account from contributing once like 10 years ago. Lemme try it.
