So if you `git annex add` something that hasn't changed, there will be no changes in the git state.
So you can unlock/(re-)add freely if nothing's changed.
Maybe I'll try and take a poke at a git-annex helper plugin for Picard.
It looks like this would actually be a plugin more people than just me could be interested in. :)

Hi, I'm trying to set up my own musicbrainz mirror but I'm having issues with PGSQL.
I've never worked with it and I'm a MySQL fan so I'm kinda stuck here.
