Though, reading your comments, I think you're expecting something different than I, in terms of what would be highlighted
It sounds as though you read the ticket as expecting the recording to be highlighted. I read the ticket (and myself would expect) such that the PUID, not the recording, would be the highlighted thing on the recording page.
Imagine a recording with 20 PUIDs; say, a Beatles track. 10 of those are x-linked to other recordings as well, and you've been able to verify, between the x-links and your own tracks that 15 of the 20 are bogus. Highlighted PUIDs that are being removed would better allow you to see which you've already put in an edit to remove, vs those which are as of yet untouched.

I liked warp's idea before of people putting them under their user pages, that also makes it clear who's responsible without having to say anything, and it also makes it easy for two people to have two different proposals for the same thing (like with the vietnamese thing)

I can add the user pages bit, sure.
As for using wiki, well, imho it didn't work because noone was maintaining it, the docs never got updated (there's at least 3 old versions of the process/etc on the wiki), we had all sorts of headers, and there was no "clearinghouse" of active proposals.
Wiki's not perfect - I'd still rather use jira for the table - but it is the best of the status quo we've tried

Well, trac's benefit is being able to somewhat link together related proposals over time. The table's only tracking current proposals.
