I think it was to do with the setup of the database authentication (pg_hba.conf/pg_ident.conf) - I think I got it working by using the "alternative" setup for development purposes (listed below the main authentication setup)

I removed all lines in “/etc/postgresql/9.3/main/pg_hba.conf”, and inserted this: “/etc/postgresql/9.3/main/pg_hba.conf” as in “Alternatively”

the solution here is to figure out what is wrong with your postgresql install, since that's the issue. possibly some distribution is doing something destructive with their postgres package and that's the root of it -- maybe that warrants adding to the instructions if it can be narrowed to that
