collaborations don't have a primary artist.

no. all main performers are credited as the artists for a track/release. if there are more than one person or a band, then create a collaboration. all secondary artists are credited with (feat. ...) in the track/release title and with an AR to it
so if it says "person A with person B" then person B is likely to be a secondary performer and feat. should be used (there are exceptions). if it says "person A & person B" and you cannot say one of them is the primary performer, then create a collaboration

oh, under certain circumstances group->group can also be correct for collaborations, when bands collaborated with other bands or persons

i don't think collab is correct for Parliament/Funkdadelic, as 90% of the personnel is teh same in both bands
it's really more of a name change with guest artists
