actually, i think you're right, i remember asking luks about it a while back

i was expecting all the edits on top of a label to fail with "Failed Prerequisite", but instead the cancelled label stuck around

which is the reason that artist adds where made automod. but it's got it's other side effect. there are no open mods for people to watch

so stuff get in without noticer

labels adds aren't automod though, and they don't get erased if they're empty
