i believe there is a bot who looks at wikidata entries with specific attributes like "instance of: city" "is in the administrative unit" and so on

there is a thread about that somewhere in the forums where it is explained a bit

just search for area and you'll find it

I'm not sure how one would determine if a release was European or German, so opinions on https://musicbrainz.org/edit/23481110 would be helpful.
