Anybody know how picard gets the sort values for artist and albumartist? Are they downloaded with the other metadata or compiled from it on the fly?

Well, like I said, they really can't be done programmatically. You'd have to know the difference between middle names, mult-word family names and a bunch of other things.
But I dunno, maybe your needs are different. What form do you need them in?
If you want something simpler, like "just move 'the' to the end and call it good", then sure, you could do that with a script.

Actually I want to strip off the "the' completely.
I also would like to strip off the "Band" when there is a person's proper name
ie The Charlie Daniels Band -> Charlie Daniels
and format the sort fields appropriately

Digital and CD versions belong to the same release group, but often, on creation, users create a new release group with the same name
in this case, both have exact same tracklist, so no doubt
