picard is bugging with fingerprints

What is the process you're following?

Also, if you enable debugging in Picard, what does it say about the error in the log?

so when i put the music files

they automatically match and i dont have the ability to submit files

Drag them back to the unclustered pane and you should be able to submit.

Have you scanned the files?

yes

tagged them as well

What happens if you try scanning the files in the unclustered pane?

nvm it worked when i restarted
