        I've seen that tried a few times and it gets voted down because people don't like using "group performs as group" since the members may change.

        It stands for "Request for Comments" and "Request for Veto", it's basically the process of having everybody discuss the issue on the mailing lists and working out what to do.

        It's kind of a painful process though. Even when it seems striaght forward like this people have a tendancy to bog things down in sematics. Imagine spending two weeks arguing with people if the AR should say "A changed their name to B", "A was renamed to B", or "A is now B".
