let me suggest, go back about 2 weeks in the chat logs
Mo and myself and a few others had to fight with windows to get it working
just about any possible error you could get is in those logs
you also will need an installed copy of old picard

you can still be running QT - just need the old version around so you can snag the libraries you need

if you can accept dcc, I can zip up the whole working directory, with the libs in place
then all you need is python 2.4 installed, and you're set to go

SerialNumber: It doesn't matter where you put the directory, just unrar it somewhere. Call it from a command line, within that dir, with "pythonw puid_submit.py (path to music root folder)"
