luks: on the track oriented UI for picard...

we should add a TAG icon that works like the TAGGER icon.

which points to a link on localhost.

then picard can associate any track tagged on the site with the currently selected track.

its essentially the same process as the old tagger.

just in a different windows.

alternatively we could come up with an interface that allows the user to open tracks the way we can open albums.

i was thinking about implementing some simple alternative to taglookup.html in Qt

and then auto match the tracks if we can, otherwise let the user match the downloade tracks to the files.

so instead of the browser windows, people would use a dialog box with possible matches
