One of the things that will happen when there's manpower to do it, is a reduction of duplicate track-ids.

Been discussed before... but by the same logic, why not mandatory comment for "yes" too? Making it one-sided presumes that the original moderator knew what they were doing, which I think is a false assumption - otherwise the voting wouldn't even be necessary.
I think just encouraging comments and discussion is the best option, at least for now.
Maybe one day we can have some sort of rating system, whereby "most people" agree that a certain moderator is especially good / bad, thus their votes might count for more / less than normal.
