Let's be honest. The best anti-spam measure is to make it impossible for *anybody* to log in.
So maybe it isn't changeable from the web interface and may need source alterations?

Ah, I *do* see where to edit system messages. that could get silly.
So (if anybody but me cares), then you find out what system messages are used in the page you want to edit. All I need to do is change userlogin-helplink2 and I'm good to go.
