Could somebody please explain to me, how to decide if multiple CDs should be entered as different releases or as one release?

I've got a stack of 9CDs that are already merged into one single release, but I know they have been published over a span of a couple of years, so I think this is wrong.

If there are any differences (with the exception of things that are just manufacturing details like the CD matrix codes) you can enter them as separate releases in the same release group

Check for cover differences, barcodes, labels/catalog numbers, etc.

Oh, I think I misunderstood you. Things like Volumes are separate release groups typically, and then later joined with a Series if you want to

Ok... maybe I'll ask different: If someone publishes a series of pop compilations all just named the same title and incrementing number but containing 2 disks, they are entered as different releases in the same release group and each release has both disks merged. This I perfectly agree to.

This one is one release group with 9 disks merged into one release. But I think it should be 9 releases with one disk
Was this released all at once or one disk after another? If the latter, you should have separate releases

Then it should definitely be separate releases. The merge into one likely happened because someone didn't know about it and assumed they were leftover from previous Musicbrainz software
