hi, why the import to picard button doesn't appear on the website, sometimes?

King_DuckZ, I assume you mean the Tagger button?

That only shows up when you’ve gotten to MusicBrainz from Picard, usually with something like tport=8000 in the URL. That tells MusicBrainz to make a link to e.g. localhost:8000 to send you back to Picard. If it doesn’t know you’re running Picard, it won’t generate those links.
