CatQuest: you can manually trigger the image move from Wikipedia to Commons, look again at the image's information page, in the notice about the possibility of moving the file
in particular, look at the "Any user may perform this transfer" line

It's always tricky with digital countries
If you have no reason to suspect the site has a country restriction (like iTunes has) then worldwide would make sense
(bandcamp is usually set as worldwide for example)
