so I've been looking at a lot of touhou stuff lately and I'm wondering when it's correct to use "based on" vs "arrangement of"

I have a release whose back cover says track 1 is "cedar breaks" and track 2 is "a matter of time" but they're the other way around on the CD (track1 _is_ "a matter of time" and track2 is "cedar breaks"). Should the tracklist have what is listed in the back cover? or what is actually on the CD?
the release is a compilation from other previous releases, so I can set the recordings right, but I'm afraid it won't be nice when listing the recording appearances on releases :/

rcombs: considering how little many of those resemble their respective originals I'd say 'based on' is warranted more often than not

rcombs: with touhou stuff, i recommend not creating new works unless either a) new writing credits (e.g. lyrics are added) - in which case based on is appropriate, or b) there are multiple performances of the same arrangement (this is rare) - in which case arrangement of would be appropriate.
