RavenWorks, no particular policy that I'm aware of. I tend to favor the case, as it's my experience that the medium tends to be abbreviated or incomplete more often, but it depends a bit on the differences you're seeing.

That work is crap - it should either get Tomita as the arranger or be merged with a catch-all work - but this doesn't seem like an improvement

The app I'm doing detected that a work uuid my file had in a tag didn't exist in musicbrainz, and retagging the file didn't help, since picard doesn't remove existing tags that were removed in musicbrainz... but I'm not sure if that qualifies as a bug since indeed existing tags shouldn't be removed if the "Clear existing tags" options is not checked. Otoh we're talking about uuids, so maybe those tags should be an exception?

hmmm, but musicbrainz_workid would be read from the file and so, have a value, isn't it?

antlarr: no, the scripts operate on data loaded from musicbrainz and modify it. that's exactly what this does: if the work id is not provided, mark it for deletion
